At This Very Moment an Important Promise Made to Californians Is Being Broken.
In 1960 the California Legislature adopted the
California Master Plan for Higher Education. The Master Plan represents a guarantee that all Californians rich and poor will have access to an affordable university education.
Despite that promise, budget shortfalls resulting from dwindling state funds have prompted the University to steadily push an increasing share of the cost of providing that education onto students and their families in the form of rising fees. Most recently, UC announced that total student fees will increase by 9.3% for 2009-10, bringing the annual out-of-pocket cost of attendance for resident undergraduates to $7,788. As illustrated below, total student fees more than doubled over the past ten years.
